Of course it depends on the infraction like Cory said, and the rules of the track or series. Most often the flag is used for mechanical reasons such as loose parts or leaking fluids, in which there should not be a penalty just the time lost on the track. I can't remember the last time I saw the black flag used for bad driving but if it were used I would assume the same thing unless there was a penalty applied by rule.

at texas thunder a black flag means that you have three laps to see the pit stewart (which is always in the red/yellow area). if you do not comply after three laps you are no longer scored. If the pit stewart sayes it is a mechanical problem you can fix it and return. if it is for other reasons they tell you to park it.
