I guess it depends on the weather and time of day for qualiffing weather or not going first or last is an advantage.

I wasn't aware the CWTS inverted starts (which rewards "sandbagging") - oh waut never mind duh the light just came on.

 

But then the new rule should encourage practising with RACE setup rather than qual setup - which means fewer untested setups starting the race. May be good thing. Time will tell.
