From I-37 Speedway:

We want to encourage all drivers in the pure stocks, street stocks and limited late model classes to give us til the first week of January before we finalize and print the rules for these classes.

Their maybe be couple of small changes made in each class before finalized and made public you can proceed with purchases and changes. Again they might be minor if any at all
