Did I see Ferrari near the top of the speed chart yesterday???

Yep. First on Tuesday. 2nd yesterday. But I wouldn't put too much stock into the times just yet. With brand new engines and power packages (ERS from braking and the turbo) they're really just concentrating on getting miles and working on reliability issues. As far as I know, nobody is using anywhere near the full 15K RPMs they are allowed this year. The Mercedes and Ferrari-powered cars are looking quite strong so far, with lots of laps under their belts & very few problems. Not looking too good for the Renault-powered teams, who have been suffering from a battery problem in the ERS. Red Bull has an additional problem that's really putting them behind, with only 14 laps turned 1/4 of the way through all of winter testing. Seems there's a problem with the way they packaged their control electronics & turbo (too tight) & there's very little wiggle room to re-package them.

Yeah. Try as they might, I'm not sure there's any good way to spin this. Sure, they'll likely get a grip on the problem that caused them to miss all these testing miles, but then at the next test in two weeks they'll be starting from square 1 while everyone else is much further along in their programs. Then they'll discover the other hidden problems that the other teams are discovering right now.

"While Red Bull have at least got out of the garage and managed 13 laps so far, they are clearly still in trouble. The turbo is not kicking in on fire-up in the way it does on other cars, and there is a distinct smell of burning from the car after it has been running - suggesting those overheating problems are far from solved. All the Renault-powered teams seem to be suffering from similar problems, with electrical and software issues blighting their progress. Meanwhile, the word among the teams is that Mercedes and McLaren look in good shape, and Kevin Magnussen is impressing many people up and down the pit lane.
